An error with the message “It is impossible to open this installation package” may occur during the installation of applications on various versions of Windows, from the old XP and ending with the latest “dozens” assemblies.
However, it should be noted that on some Windows versions this error can be rephrased somewhat differently, but the essence remains the same. So what is causing this problem? As it became known, the error “This installation package cannot be opened” occurs for two reasons:
- Windows Installer service is disabled on the system;
- the installer lacks administrator rights.

How do I fix “Unable to open this installation package”?
Solution # 1 Start Windows Installer Service
You may encounter this message when installing programs due to the fact that the Windows Installer service is not active on your system. It is enough to activate this service and the problem will disappear. To do this, you need to follow these steps:
- press the Windows + R combination on the keyboard;
- write in the empty line of the appeared window the value “services.msc” and press Enter;
- now you need to find a service called “Windows Installer” in the list and double-click on it with the left mouse button;
- in the properties of the service, click on the drop-down menu of the startup type and select the value “Automatic”;
- click the “Apply” and “OK” buttons;
- restart your computer.
We are trying to install the application we need again. The error with the message “This installation package could not be opened” should disappear if the Windows Installer service has indeed been deactivated.
Solution # 2 Login as Administrator
If the previous solution did not help you, then you can try logging into the operating system as an Administrator. Perhaps the problem is a lack of rights. To do this, follow these steps:
- press the Windows + R combination on the keyboard;
- write in the empty line of the appeared window the value “cmd” and press Ctrl + Shift + Enter;
- write the command “net user administrator / active: yes” and press Enter;
- Sign out of your Microsoft account and sign in as an Administrator.
Try installing the application again. The “Unable to open this installation package” error should have disappeared from your Windows by now.
